With the promotion of urban gas industry, the town and rural gasification project will become a new growth point in the industrial chain of natural gas during the period of “the 13th Five-year Planning”. The investment control of town and rural natural projects will directly influence the project investment benefit, and strengthening the control of project construction cost has become a key control point of project benefit. This paper analyzes the uncontrollability of young crop compensation and land acquisition and resettlement compensation in the construction project of town and rural urban gas pipes, and aimed at its difficulty, specific suggestions to improve the bid evaluation method of urban gas project are proposed. According to the research, it is required to include the young crop compensation and land acquisition and resettlement compensation into the score of commercial bid evaluation for independent evaluation, increase its proportion, so that the bid winner will have enough young crop compensation and land acquisition and resettlement compensation when executing the project, so as to accelerate the project execution.
